Kimberly Cook, Former Senior FCC Official, Joins Jenner & Block's Communications, Internet, and Technology Practice in Washington, DC

WASHINGTON, DC – May 12, 2026: Jenner & Block is pleased to announce that Kimberly Cook has joined as Special Counsel in its Washington, DC office as part of the firm's Communications, Internet, and Technology (CIT) Practice. Kim brings more than 20 years of experience at the Federal Communications Commission (FCC), deepening the firm’s regulatory and investigations capabilities on behalf of clients navigating complex FCC matters.

Kim most recently served as Deputy Chief of the FCC's Enforcement Bureau, Spectrum Enforcement Division, where she supervised investigations involving unauthorized satellite operations, 911 outages, and location accuracy failures, securing numerous civil penalties and consent decrees. Prior to that, Kim served as Deputy Chief of the FCC's International Bureau, Telecommunications and Analysis Division, where she led the foreign ownership review team and coordinated with the Department of Justice and other agencies on national security, law enforcement, and trade policy issues.

“Kim brings an invaluable perspective to our CIT Practice through her time working across a range of FCC enforcement and national security issues,” said Co-Managing Partners Ishan Bhabha and Randy Mehrberg. “Her experience will provide valuable guidance on the type of bet-the-company matters that clients come to Jenner to solve.”

“Kim's deep understanding of how the FCC and Executive Branch agencies approach foreign ownership and national security reviews is exactly the kind of insight and experience that will benefit clients seeking high-end legal counsel and regulatory support,” said CIT Co-Chair Sam Feder. “Her extensive knowledge of Team Telecom review and Enforcement Bureau investigations expands our capacity to counsel satellite operators, telecom carriers, and technology companies on their most complex and high stakes matters,” added CIT Co-Chair Trey Hanbury.

"I am thrilled to join Jenner & Block, a firm deeply engaged in the full range of complex FCC regulatory and enforcement matters that have defined my career," said Kim. "I look forward to working alongside a team recognized for top-notch client service and a truly collaborative culture."

Before joining the FCC, Kim practiced at Dow, Lohnes & Albertson, LLP, where she advised broadcast, telecommunications, and cable clients on FCC licensing, ownership rules, and transactional matters. Kim holds a JD from the University of Chicago School of Law and a BS in Accountancy and Finance and a BA in Political Science from Wright State University, where she graduated magna cum laude as a University Honors Scholar. She is also certified in Artificial Intelligence for Legal Leaders from Georgetown University Law Center.
