David most recently served as Senior Associate White House Counsel, where he represented the President and the White House in high-profile government investigations and oversight matters. He also counseled senior Executive Branch leaders on high-stakes litigation, investigations, and strategic risk management. He was the White House’s primary oversight liaison to over a dozen departments and regulatory agencies.
Previously, David served as Counsel to the Commerce Department’s General Counsel. There, he drafted regulations and provided advice on a range of matters, including matters related to the International Emergency Economic Powers Act (IEEPA), the Bureau of Industry and Security, and the passage of the CHIPS and Science Act. Earlier, as a White House vetting attorney, he surfaced political risk by vetting dozens of candidates for Senate-confirmed appointments. And as counsel to the Biden-Harris Transition Team, he worked on a variety of legal and strategic issues, including the drafting of Day One executive orders.
David has also served as the chief of staff to the founder of the world’s largest hedge fund, and as the campaign manager of a top-tier congressional race.
