Kimberly Cook is a Special Counsel in the firm’s Communications, Internet, and Technology Practice where she advises clients as they navigate complex regulatory, enforcement, and national security challenges in the communications sector. She brings a collaborative, solutions-oriented approach to her work, informed by more than 20 years of experience at the Federal Communications Commission (FCC), including senior leadership positions in the FCC’s Enforcement Bureau and International Bureau.
In those roles, Kim conducted foreign ownership reviews of initial authorizations, spectrum auction winners, assignments, and transfers of control for common carrier licenses. She has extensive experience with transactions subject to Executive Branch review and coordination with Team Telecom and other agencies that examine national security, law enforcement and trade policy matters. Clients rely on Kim to provide strategic counsel in FCC enforcement actions, including investigations involving spectrum use, satellite operations, public safety obligations, and emerging technologies.
Kim has been instrumental in shaping the legal and regulatory framework governing foreign participation in the US telecom market, most notably in precedent-setting decisions addressing national security risks posed by foreign-controlled entities. She has also worked in private practice advising communications clients on FCC licensing, ownership rules, broadcast, spectrum, and cable regulations, and transactional matters, providing an informed perspective on regulatory compliance and business objectives.
