Two Jenner & Block Partners Named to City & State New York 2025 Law Power 100

Neil Barofsky and Matt Cipolla, Co-Chairs of Jenner & Block’s Monitorship Practice, have been named to City & State New York’s 2025 Law Power 100 list. The list recognizes key figures in New York’s legal sphere, including presidential appointees, local elected officials, top judges, high-profile attorneys, leading advocates, and distinguished academics.
Neil and Matt’s profile highlights their roles as federal monitors for the New York City Housing Authority, overseeing compliance with a 2019 agreement designed to improve housing conditions. Additionally, Neil’s role as the federally appointed monitor for Credit Suisse’s mortgage-backed securities settlement, and his appointment as ombudsperson, and Matt as deputy ombudsperson, for Credit Suisse’s historical investigation regarding banking services to Nazis were highlighted. The pair also co-authored the chapter on corporate culture reform in Global Investigations Review’s Guide to Monitorships.
Neil counsels financial services companies, labor organizations, and other entities challenged with government regulatory issues, helping ensure compliance today and tomorrow. Neil currently serves as the DOJ-appointed monitor of Credit Suisse for its RMBS settlement and as the court-appointed monitor for the United Auto Workers labor union.
In his monitorship work, Matt helps government agencies ensure that companies that have engaged in misconduct have fully rooted it out and are equipped with the necessary tools to prevent it from recurring. He is a thought leader in monitorships and compliance counseling, including authoring a chapter in the Guide to Monitorships concerning how to effect cultural change in organizations.
