As Co-Chair of the firm’s Monitorship Practice, Matt Cipolla leads monitorships and complex cross-border investigations. He advises organizations on their compliance programs and how they can address past misconduct and prevent it from happening in the future.

Matt currently serves as co-monitor of the New York City Housing Authority (NYCHA), appointed by the U.S. Attorney’s Office for the Southern District of New York and the U.S. Department of Housing and Urban Development. In that role, he works to ensure that NYCHA provides housing for hundreds of thousands of residents that meets the requirements of federal law. Matt also serves as the Deputy Ombudsperson overseeing Credit Suisse AG’s examination of historical banking services provided to Nazis. Matt previously served as a senior leader on the monitorship of Glencore Ltd. related to its violation of U.S. commodities laws and the monitorship of Credit Suisse AG related to its facilitation of tax evasion.

In his monitorship work, Matt helps government agencies ensure that companies that have engaged in misconduct have fully rooted it out and are equipped with the necessary tools to prevent it from recurring. He is a thought leader in monitorships and compliance counseling, including authoring a chapter in the Guide to Monitorships concerning how to effect cultural change in organizations.

Matt’s experience also allows him to successfully defend companies and individuals in internal or government-facing investigations and protect their interests. Many of these investigations are cross-border in nature, and Matt has experience working across continents and navigating the challenges posed by data protection laws, blocking statutes, and differences in due process requirements across jurisdictions. Matt is aware that his clients are often facing enormous stress and pressure. He draws on his years of experience to confidently guide them through key decision points toward effective and efficient solutions. He acts thoughtfully, strategically and with an eye on the long game to enable them to make quick but considered decisions.
