Jenner & Block Appoints Six Special Counsel

Jenner & Block has elevated six lawyers to Special Counsel, promoting associates from the firm’s Chicago, London, and Washington, DC offices.
These elevations bolster the firm’s Appellate and Supreme Court; Communications, Internet, and Technology; Energy; Financial Litigation; and Government Controversies and Public Policy Litigation practices.
Effective January, 1, 2024, the new Special Counsel are:
Lenny Powell - Lenny represents clients before appellate and trial courts throughout the country in high-stakes cases involving statutory interpretation, constitutional law, administrative law, and federal Indian law. He regularly briefs matters before the United States Supreme Court, where he has helped win five cases on the merits and successfully opposed dozens of petitions for certiorari, including as lead counsel. Lenny is a member of the firm’s Appellate and Supreme Court Practice and is based in its Washington, DC office.
Alex Langlinais - Alex advises clients in the telecommunications, broadband, and cable industries and advocates for them before the Federal Communications Commission and state public utilities commissions. He helps clients participate in rulemaking proceedings; secure licenses, authorizations, and other forms of relief from regulators; seek approvals for complex transactions, including transactions with potential national security implications; implement compliance programs; respond to inquiries and investigations; and prevail in trial-level and appellate litigation when necessary. Alex is a member of the firm’s Communications, Internet, and Technology Practice and is based in its Washington, DC office.
Gregory R. Capobianco - Gregory assists telecommunications and technology companies both big and small before the Federal Communications Commission and other federal and state regulators. He focuses his practice on complex issues at the forefront of communications policy, advocating for clients seeking subsidies for broadband networks, approval for mergers and acquisitions, and changes to the telecom regulatory landscape. Gregory has experience with wireline, wireless, media, satellite, national security, and enforcement matters, specifically advising on universal service, infrastructure policy, space safety, and grant programs. Gregory is a member of the firm’s Communications, Internet, and Technology Practice and is based in its Washington, DC office.
Marjorie R. Kennedy – Marjorie focuses her practice on utility regulatory matters and commercial litigation. She represents natural gas, water, electric and telecommunications utilities in state regulatory proceedings, including gas and electric utility rate litigation under traditional and formula rate structures, reorganization of a large public utility, cost and revenue reconciliations, acquisition of water distribution and wastewater collection systems and Certificates of Public Convenience and Necessity for natural gas, water, and electric utilities. She also counsels clients in general litigation matters in state and federal court, including personal injury claims, OSHA proceedings, contract disputes and environmental matters. Marjorie is a member of the firm’s Energy Practice and is based in its Chicago office.
Clare M.F. Hennessey - Clare focuses on litigating complex commercial disputes in the English courts. Her broad experience includes advising clients in relation to professional negligence, breaches of contract and warranty, shareholder and joint venture disputes and competition and regulatory investigations, in sectors including energy, construction, automotive, telecommunications, and professional services. She has particular experience in cartel damages actions before the Competition Appeal Tribunal. Clare is a member of the firm’s Financial Services Litigation Practice and is based in its London office.
Krystalyn Kinsel - Krystalyn uses her extensive background in complex litigation and Native American affairs to represent and advise tribal governments and multinational technology companies in a variety of litigation and regulatory matters, including environmental and natural resources, telecommunications, economic development, gaming, investigations and intellectual property, among other things. Krystalyn is also a citizen of the Navajo Nation and serves as a Special Prosecutor for a tribal nation. She is a member of the firm’s Government Controversies and Public Policy Practice and is based in its Washington, DC office.
