Human Rights Advocate, International Sanctions Practitioner Rachel Alpert Tapped to Serve as Chief Counsel, Office of Foreign Assets Control

Jenner & Block is pleased to congratulate Partner Rachel Alpert on joining the US Treasury Department to serve as Chief Counsel to the Office of Foreign Assets Control (OFAC), the office that administers and enforces US economic and trade sanctions.
“Rachel’s outstanding commitment to service aligns with the greatest traditions of our firm,” said Co-Managing Partners Katya Jestin and Randy Mehrberg. “We are grateful for her service to Jenner. OFAC is lucky to have her at the helm of their legal department.”
Rachel joined Jenner in 2021 and played an integral role in building the firm’s National Security, Sanctions, and Export Controls Practice and the Human Rights and Global Strategy Practice. She is an established thought leader on issues related to sanctions and human rights, most recently helping launch the Business and Human Rights Lawyers Association’s Chicago chapter.
Rachel has supported organizations across sectors on legal issues involving export controls and US sanctions laws and regulations under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and OFAC regulations. She has also advised companies and investors on business human rights and supply chain accountability and on national security reviews of foreign investments in the United States by the Committee on Foreign Investment in the United States. She also maintained a significant pro bono practice advising organizations on the delivery of humanitarian assistance around the world.
“Rachel’s ability to navigate the complex and ever-evolving sanctions landscape sets her apart and will serve her well in her new role,” said Lee Wolosky, a Co-Chair of the National Security, Sanctions, and Export Controls Practice. “It was an honor to work alongside her as a co-chair.”
During her seven years at the State Department, Rachel advised policymakers at all levels on legal issues affecting US relations with countries in the Western Hemisphere. She also advised on implementing approximately $2 billion in US foreign assistance resources to initiatives such as preventing trafficking in persons and ending modern slavery, combating transnational crime, promoting democracy, and providing urgent humanitarian assistance worldwide. This experience enabled her to craft forward-thinking, tactical strategies as she guided clients though US sanctions, export controls, and human rights risks and obligations.
“Rachel’s pragmatic approach and ability to align human rights commitments with business priorities made her an incredible partner to work alongside,” said Partner Keith Harper, a Co-Chair of the Human Rights and Global Strategy Practice. “I look forward to all she will accomplish at OFAC.”

In the past year, former Partner Aaron Cooper departed to join the White House as Deputy Legal Advisor to the National Security Council, and former Partner Zach Schauf was appointed Deputy Assistant Attorney General in the US Department of Justice’s Office of Legal Counsel. Recently, the firm welcomed Of Counsel Eric Einhorn and Special Counsel Jon Skladany following their years of service in the US Congress.
