As Co-Chair of our National Security and Crisis Practice and Human Rights and Global Strategy Practice, Rachel Alpert guides multinational companies and institutions through the complex landscape of US sanctions, export controls, national security regulations, and global human rights frameworks. Drawing on her experience as Chief Counsel at the US Treasury Department's Office of Foreign Assets Control (OFAC), Rachel helps clients understand not only what the law requires, but how policy is shaped and implemented across government, providing unparalleled insight at a moment of heightened uncertainty and multi-jurisdictional disputes.
Rachel's insider perspective across multiple presidential administrations proves invaluable as she helps global businesses navigate the full spectrum of compliance challenges—from Iran's maximum pressure campaign sanctions, to mitigating cartel-related risks in Latin America, to addressing China-linked supply chain vulnerabilities and critical minerals considerations. She works with clients to develop comprehensive strategies that anticipate regulatory changes and minimize business disruption while ensuring full compliance with evolving sanctions regimes and national security and human rights frameworks.
At OFAC, Rachel led the legal team advising on the development, implementation, enforcement, and removal of US sanctions, playing a central role in drafting Executive Orders, engaging with Congressional staff on sanctions matters, and coordinating extensively with the Departments of State, Commerce, and Justice, as well as the National Security Council and the White House. This unique government perspective allows her to help clients anticipate how policy developments will translate into practical business requirements.
Rachel’s government experience also includes serving as an Attorney-Adviser at the US State Department under two presidential administrations and four Secretaries of State.

- Advised multiple companies on compliance with the US Government’s Xinjiang Supply Chain Business Advisory the Uyghur Forced Labor Prevention Act.
- Led a global sanctions compliance assessment and review for a multinational health sector company.
- Advised numerous international non-governmental organizations on compliance with sanctions in Syria, Yemen, Afghanistan, and other locations.
