Former Senior US Department of State and White House Official Ian Moss Joins Jenner & Block in Washington, DC

Former Deputy Coordinator for Counterterrorism at the US Department of State, Ian Moss, has joined Jenner & Block’s Washington, DC office. Ian also previously worked on the National Security Council at the White House and at the Department of Defense.

Ian, who joins the firm as a Special Counsel, has deep experience working on complex, high stakes matters at senior levels of the US government that overlap with law, policy, regulation, and domestic and international public relations.

“I am thrilled to welcome Ian to Jenner & Block, where he will join the firm’s Investigations, Compliance, and Defense Practice and provide strategic counseling to our clients in their most complex and important matters,” said Co-Managing Partner and ICD Practice Co-Chair Katya Jestin. “Having worked together previously in a high-stakes matter, I saw firsthand his strengths both as an advocate and advisor."

His work has regularly required engaging on issues with far-reaching implications for US national security and foreign policy with a range of stakeholders, including senior foreign government officials, policymakers and lawmakers, non-governmental organizations and civil society actors, and large multinational companies. He has significant experience and knowledge of how the Executive Branch operates, particularly those departments and agencies that comprise the larger foreign policy and national security enterprise.

“Ian’s ability to solve complex legal and policy problems will be a huge asset to the firm and our clients,” said Lee Wolosky, Co-Chair of the firm’s National Security and Crisis Practice. “His experience solving multifaceted issues with political dimensions or national security implications will be valuable as we steer clients through legal and policy challenges while they tackle complex national security-related litigation, compliance challenges, or engage with government entities.”

Ian’s experience includes representing clients in civil and criminal litigation, as well as helping clients navigate crisis situations where there are significant reputational risks, including those with an international dimension. He frequently has been called upon to brief and inform members of Congress and their staffs in the context of congressional inquiries and during moments of significant legislative oversight and public scrutiny. Additionally, he has experience working on issues related to online content, content moderation, and misuse of social media platforms and emerging technologies.

“I look forward to contributing to Jenner & Block’s work across practice areas and on a range of matters, including those involving internal and congressional investigations, criminal defense, national security and human rights, anti-corruption, and crisis management,” said Ian. “I am also eager to help counsel Jenner & Block’s diverse clients on regulatory and policy issues related to social media and emerging technologies.”

Ian is a Marine Corps veteran and served on active duty as a Spanish and Albanian cryptologic linguist. He earned his JD from The George Washington University Law School, MA in Political Science from Northeastern University, and BA in Spanish from the University of Texas at San Antonio.
