Respondents expressed strong support for party appointments of arbitrators, three-member tribunals in larger disputes, proportional discovery driven by party agreement, and in-person evidentiary hearings. These responses reflect a consistent preference for party autonomy and deliberative quality over measures designed to achieve structural efficiency.
