“Breaking Down Barriers to Emergency Earthquake Aid in Syria” Just Security

In this article, Jenner & Block Partner Rachel Alpert and Associate Alyssa Bernstein share their unique insight on sanctions and export controls applicable to the humanitarian aid efforts in Syria.

After describing “the physical and political barriers to getting foreign aid into Syria immediately after the earthquake,” they propose “a path forward to remove export control obstacles” to the delivery of humanitarian aid in Syria.

Rachel serves as a Co-Chair of the firm’s National Security, Sanctions, and Export Controls; Human Rights and Global Strategy; and ESG Practices. Rachel previously spent seven years as an Attorney-Adviser at the State Department under four Secretaries of State and two US Presidents. This experience equipped her with a talent for advising policymakers on complicated international issues and guiding companies through significant sanctions, export controls, human rights, and CFIUS matters.

Alyssa helps clients navigate complex national security-related litigation, including those related to anti-terrorism laws, FCPA, and FARA violations. Her experience includes fact development and legal research in cross-border contexts, as well as civil and criminal procedure.
