Ambassador Keith Harper to Deliver Arizona State University’s 17th Annual William C. Canby Jr. Lecture
Event
November 12, 2026 — November 12, 2026
On November 12, Jenner & Block Partner Ambassador Keith Harper will deliver the 17th Annual William C. Canby Jr. Lecture at Arizona State University’s Sandra Day O’Connor College of Law. His lecture, titled “After Brackeen, How Plenary Is Congressional Authority in Indian Affairs,” will examine the scope and limits of Congress’s authority to legislate in Indian affairs.
Keith brings firsthand perspective to the subject. He served as counsel for three intervening tribes in Brackeen and along with others successfully defended the constitutionality of the Indian Child Welfare Act at every level of the proceedings, culminating in a 7-2 victory before the US Supreme Court in 2023.
The annual lecture honors Judge William C. Canby Jr. of the US Court of Appeals for the Ninth Circuit, a founding faculty member of the College of Law who taught its first Indian law courses and helped establish its Indian Legal Program.
Keith serves as Co-Chair of the firm’s Native American Law Practice and Human Rights and Global Strategy Practice. A citizen of the Cherokee Nation, he served as US Ambassador and Permanent Representative to the United Nations Human Rights Council from 2014 to 2017 and is the first Native American to be named a US ambassador.
