WASHINGTON, DC – February 25, 2021– Jenner & Block is pleased to announce that Partner Rebekah Goodheart has been named a co-chair of its Communications, Internet, and Technology Practice. She joins Partners Sam Feder and John Flynn in leading the practice, which enjoys a decades-long reputation for excellence in handling matters before the Federal Communications Commission and other agencies and courts.
“Rebekah brings to the co-chair role a unique combination of creativity, energy, and experience, particularly in advocating for clients before the FCC. In her time at the firm, she has enhanced our long-standing position as a leader in the dynamic communications landscape,” said Mr. Feder. “She provides clients with the counsel they need to navigate matters that have transformed – and continue to transform – the telecommunications, media, and broadband industries.”

Ms. Goodheart joined Jenner & Block in 2016. She is a seasoned advocate with over 20years’ experience advising clients on FCC advocacy and strategy. She has particular experience with technical rules regulating broadband networks, subsidies for broadband networks and adoption, mapping of broadband networks, and mergers approval. Ms. Goodheart often leads industry negotiations to reach consensus proposals. She also advocates for clients on antitrust issues, including navigating civil investigative demands and second requests before the US Department of Justice. Combining her FCC and antitrust experience, she counsels clients on strategy for regulatory approvals of mergers and related transactions. Her substantial administrative law and litigation experience includes media, broadband, wireline, and wireless issues.
Ms. Goodheart is regularly recognized by Legal500 in various telecoms categories; in 2020, she was named a “Next Generation Lawyer” in Telecoms and Broadcast – Regulatory.
Before joining the firm, Ms. Goodheart served in a variety of senior positions at the FCC, including as legal advisor to FCC Commissioner Mignon Clyburn on broadband policy and disability access issues.
In her eight years at the FCC, Ms. Goodheart additionally served as associate general counsel in the FCC’s Office of General Counsel and deputy director of the Technology Transitions Policy Task Force; associate chief for the Wireline Competition Bureau; senior policy advisor for the Omnibus Broadband Initiative; and assistant chief for the Industry Analysis Division, Media Bureau.
Before joining the FCC in 2008, Ms. Goodheart was a trial lawyer at the US Department of Justice’s Antitrust Division, where she was on the front line of reviewing telecommunications mergers. Before that, she was an associate at a Washington, DC-based law firm well known for communications law.
Ms. Goodheart holds a JD from the University of Virginia School of Law and a BSFS in Science, Technology, and International Affairs, cum laude, from Georgetown University’s School of Foreign Service.
