Special Counsel Nathaniel E. Castellano will participate in a CLE panel discussing best practices for the use of Other Transaction Authority (OTA) at the DC Bar’s Government Contracting Law Institute on October 14. The session will provide a foundation for OTA, how it is used by federal agencies as an acquisition tool, and certain issues that arise during the negotiation and administration of Other Transactions.
Mr. Castellano has advised traditional and non-traditional companies alike in negotiation and litigation relating to Other Transactions and other non-procurement contracts. His experience ranges from litigating bid protests of Other Transaction awards before the Court of Federal Claims and in federal district court, negotiating the terms of Other Transactions and Cooperative Research and Development Agreements (CRADAs), and litigating disputes relating to the termination of cooperative agreements for research in federal district court.
