Cooper discuss the implementation of the US-UK agreement under the Clarifying Lawful Overseas Use of Data Act (CLOUD Act). The agreement – the first bilateral agreement under the CLOUD Act – allows the UK to serve interception orders directly on US-based providers for the contents of communications, a significant change in the landscape of cross-border data requests.
