Aaron Cooper is Co-Chair of Jenner & Block’s Data Privacy and Cybersecurity practice and a partner in the Investigations, Compliance and Defense Practice. He also founded and serves as Co-Chair of the firm’s multidisciplinary Critical and Emerging Technologies Practice, which helps clients navigate the dynamic intersection of emerging technologies, geopolitical competition, and national security.
Leveraging his unique cross-sector experience, Aaron helps companies to design forward-looking approaches to innovation and resilience while preparing for and managing complex investigations and government scrutiny. He counsels clients on regulatory compliance, risk mitigation, and strategic growth involving emerging and sensitive technologies, ranging from artificial intelligence and advanced semiconductors to cybersecurity and communications platforms. He works closely with boards, founders, general counsels, and technical leaders to develop integrated legal and operational strategies in response to shifting national and global landscapes.
Prior to rejoining Jenner in 2025, Aaron served as Deputy Legal Advisor for the White House National Security Council (NSC), where he was the NSC’s chief lawyer for artificial intelligence, cybersecurity, and investigative issues. In addition to his deep experience in AI and national security, Aaron has a long track record serving clients in high-stakes investigative and oversight matters, ranging from criminal and congressional inquiries to cybersecurity and incident response. As a former lead Senate Intelligence Committee investigative counsel and accomplished Department of Justice cybercrime prosecutor, Aaron draws on his extensive government experience in complex and sensitive investigations to advise clients at the intersection of emerging technology and national security.
