Former Associate Deputy Attorney General Emily Loeb Rejoins Jenner & Block

WASHINGTON, DC, September 29: Former Associate Deputy Attorney General Emily M. Loeb returns to Jenner & Block to Chair the Congressional Investigations Practice and as a Co-Chair of the Government Controversies and Public Policy Litigation Practice. Until recently, Ms. Loeb served on the “Day One” leadership team that joined the US Department of Justice (DOJ) after President Biden’s inauguration.  Ms. Loeb will help lead Jenner & Block’s team that is supporting corporate clients in technology, financial services, and fintech as they face regulatory challenges and investigations that will shape what’s next for those businesses.

As Associate Deputy Attorney General, Ms. Loeb advised the Attorney General, the Deputy Attorney General, and other senior DOJ leadership on matters relating to Congress, including preparing Department nominees and officials for congressional hearings. Ms. Loeb was often tasked with leading efforts to address complex policy and compliance issues within the Department and with managing litigation matters related to executive privilege and separation-of-powers issues.

Prior to joining Jenner & Block in 2016, Ms. Loeb served for more than six years in senior positions in the Obama Administration. As an Associate Counsel in the Office of the White House Counsel, she advised senior White House and Executive Branch agency officials on high priority litigation and congressional and other investigations, managing risk on a variety of policy initiatives. Before joining the Office of the White House Counsel, Ms. Loeb served in several roles at the Department of Justice, including Senior Counselor and Acting Chief of Staff of the Civil Rights Division. In 2012, Ms. Loeb served as a special assistant US attorney in the Eastern District of Virginia, where she prosecuted federal drug and wire fraud cases.

During her previous tenure at Jenner & Block, from 2016-2021, Ms. Loeb advised clients onnumerous high-profile matters, including representing multiple CEOs in congressional hearings related to antitrust matters.  She counseled clients facing multi-faceted government investigations and devised holistic risk management strategies on critical business reputation issues. Ms. Loeb advised SoftBank and Sprint on the proposed $26 billion T-Mobile-Sprint merger, including preparing Sprint’s Executive Chairman, Marcelo Claure, for several congressional hearings on the merger and for his testimony in the lawsuit brought by state attorneys general in the Southern District of New York challenging the acquisition. Ms. Loeb also regularly conducted internal investigations, including sexual misconduct investigations, for clients.

Ms. Loeb’s work is nationally recognized. In March of 2020, The National Law Journal profiled her as one of Washington, DC’s next generation crisis management lawyers or “DC fixers.” The publication also named Ms. Loeb a DC "Rising Star"—one of 40 lawyers selected who have "excelled on some of the biggest stages”—and a Government Relations Trailblazer. Ms. Loeb earned recognition as one of the "Best LGBT Lawyers Under 40" from the National LGBT Bar Association. In 2017, Ms. Loeb co-founded the legal non-profit Protect Democracy.

Under Ms. Loeb’s leadership, the Congressional Investigations Practice will continue to represent high-profile clients under congressional scrutiny. Given the intense media attention that accompanies congressional testimony, it is critical that those testifying before Congress–and the European Parliament or other legislative bodies–be prepared. Jenner & Block’s Government Controversies team devises holistic strategies for clients in order to mitigate risks and address parallel proceedings such as civil litigation, criminal allegations, and reputational attacks. Emily joins Jenner & Block’s growing team of former government officials, including Partners Ann O’Leary, Aaron Cooper, and Katie Johnson. Ms. O’Leary joined Jenner & Block’s San Francisco office in March of 2021 as a co-chair of the Government Controversies and Public Policy Litigation Practice. She is the former Chief of Staff to California Governor Gavin Newsom and led his administration through the coronavirus pandemic, the challenges faced by the state's energy sector due to climate change, and other major issues.

The practice works collaboratively with Jenner & Block’s Antitrust and Competition Law Practice on investigations related to high stakes transactions and mergers. The practice consists of FTC veterans, including Co-Chairs Christopher Renner and Douglas Litvack and Partner Christopher Abbott.

Ms. Loeb will be resident in the Washington, DC office.
