Madeleine Findley (CIPP/US) focuses on helping companies find their way through the increasingly complex set of laws and regulations applicable to data privacy and communications matters. She has experience in a wide array of complex, high-visibility issues, including data privacy advocacy and counseling, net neutrality, broadband deployment and adoption, infrastructure, and incident response. Madeleine’s clients appreciate her expertise and her ability to distill complex subjects and legal issues into clear and actionable advocacy and advice.

Prior to joining Jenner in 2021, Madeleine was US Privacy Counsel for a large multinational medical device manufacturer. She served as legal advisor to a global privacy program, with an emphasis on the growing array of state and international data privacy and data protection laws, HIPAA, TCPA, and data incident response issues. This included program building and implementation, privacy counseling, and coordinating complex privacy and data use efforts. Madeleine also provided privacy advice to cross-functional shared services and acted as strategic advisor to commercial legal teams.

Madeleine is a Co-Chair of the firm’s Data Privacy and Cybersecurity Practice, and a partner in the firm’s Communications, Internet, and Technology Practice. She previously served at the Federal Communications Commission (FCC) for four years, focusing on a portfolio of competition- and broadband-related issues, including broadband deployment, transaction reviews, net neutrality, and broadband subsidy programs. She also worked on matters relating to broadband privacy, inmate calling services, and technology transitions. While at the FCC, Madeleine was a Deputy Bureau Chief in the Wireline Competition Bureau and Associate General Counsel in the Office of General Counsel.

Partnering with my clients on their privacy, broadband, and data use concerns is the most rewarding part of my practice. I value the opportunity to be a strategic partner on these complex issues.
