Jenner & Block's nationally ranked, bipartisan Congressional Investigations practice, in partnership with the Project on Government Oversight (POGO), released the 2025 edition of When Congress Comes Calling, the definitive guide for parties to congressional investigations. This is the first update to the handbook since 2017.
The handbook offers practical guidance for congressional investigators on everything from document requests and depositions to dealing with privilege assertions and enforcing subpoenas. For nearly two decades, it has served as the go-to resource for the congressional oversight community, including staff and counsel to the executive branch and private sector.
Since the last edition, Congress's expanded use of its investigative authority, more aggressive oversight of private parties, and increased media attention have fundamentally reshaped how congressional investigations unfold and their potential impact on those being examined. This updated edition provides critical analyses of recent legal developments, evolving investigative practices, and strategic considerations for modern congressional investigations. The handbook features insights from guest editors comprising Democratic and Republican experts who have held senior positions across the legislative and executive branches, offering readers information essential for effectively navigating congressional oversight.
