Andrew D. Santana

With more than a decade of experience advising elected officials, nonprofit leaders, and companies, Andrew helps clients navigate high-stakes government inquiries in the United States and around the world. On issues ranging from national security and artificial intelligence to corporate governance and congressional investigations, Andrew has represented clients facing complex regulatory matters across three continents.

Andrew built the foundation of his practice as a communications and policy advisor for government and nonprofit leaders. In those roles, he developed and executed media strategies for front-page initiatives and campaigns at the state and national level. Starting in California, Andrew helped craft press responses and media outreach as an aide to Governor Jerry Brown. Later in his career, Andrew wrote speeches, op-eds, and policy papers for one of the largest nonprofit organizations in the country. In the digital age, Andrew also understands the importance of winning the narrative online. As a digital director to former Secretary of Labor Robert Reich, Andrew led one of the most effective digital media operations in the country, partnering with Senators Elizabeth Warren, Cory Booker, and Bernie Sanders, among others, to reach tens of millions of views and drive online engagement. Amid the torrent of online content, Andrew effectively shifted the frame and provoked defensive responses from key national figures. Andrew’s work garnered frequent coverage in traditional media outlets, including the New York Times, Washington Post, and Associated Press. These experiences ground Andrew’s approach to his work: He understands deeply the evolving risks his clients face, develops a strategy that advances their interests, and collaborates with stakeholders to execute—providing calm, consistent counsel at every step of the way.

At Jenner, Andrew advises clients across a wide range of industries at every stage of regulatory inquiries. Recently, Andrew advised executives facing regulatory oversight in the European Union and South Korea, and has assisted in preparing an international CEO for testimony before the United States Senate. Behind the scenes, Andrew helps pen strategy memos and presentations for corporate boards ahead of key policy decisions.

Andrew is graduate of Harvard Law School, where he was teaching fellow in constitutional law for former United States Solicitor General Charles Fried. He also served on the board of Harvard Defenders, where he represented low-income clients in criminal hearings. With deep commitment to democracy and human rights, Andrew was awarded a Cravath International Fellowship to research and develop legal frameworks combating slave labor at a leading French NGO. In law school, Andrew also represented the victims of human rights abuses in Colombia, Indonesia, and Côte d'Ivoire. Prior to law school, Andrew earned a master’s degree in public policy from the University of Oxford as a Clarendon Scholar. At Oxford, Andrew’s research focus on the intersection law and policy to combat violence against ethnic minorities in Myanmar.

Andrew maintains a robust pro bono practice at Jenner, representing clients in sensitive investigations and inquiries that have received national attention. In every case, Andrew zealously represents his clients’ rights and interests in the face of heavy-handed opposition.
