Jeremy Feigenbaum is an issues-and-appeals litigator who operated at the highest levels of state government for nearly a decade. Jeremy draws on his experience, including as the first Solicitor General of New Jersey, to guide clients through high-stakes appeals and Supreme Court litigation, federal and multistate controversies, and complex commercial disputes. Jeremy has been described in the media as “definitely one to watch among the next generation of SCOTUS superstars.”
Jeremy leads Jenner’s New York appellate team. Jeremy has argued over thirty cases across every level of the federal and state judiciaries, including three cases before the US Supreme Court. Jeremy has handled cases in every federal court of appeals, including multiple en banc cases, and across five state high courts. As his state’s inaugural Solicitor General, Jeremy built his office from a single lawyer to a team of fifteen attorneys—ultimately handling hundreds of appeals and dispositive motions. Jeremy held senior state leadership positions under four Attorneys General and two gubernatorial administrations.
As Solicitor General, Jeremy twice won the “Best Brief” award from the National Association of Attorneys General. Jeremy’s oral arguments have been described as a “masterclass in the art of oral arguments” and “as masterful a presentation to the Supreme Court as we could hope to hear.” He was named “Lawyer of the Year” by one New Jersey publication, has repeatedly been included in state publications’ lists of most influential LGBTQ+ officials, and has been described as “one of New Jersey’s fastest-rising legal stars.”
Jeremy’s docket has included sensitive and consequential litigation involving the states, federal agencies, and private disputes. Jeremy’s Supreme Court arguments include representing a 23-Attorney General coalition defending a nationwide injunction in Trump v. CASA, and obtaining a 9-0 victory in an interstate contract dispute in New York v. New Jersey. Jeremy has led multiple suits challenging federal investigations and funding restrictions, including defeating a funding freeze for the Hudson Tunnel Project (Gateway Project) before the US Court of Appeals for the Second Circuit and US District Court for the Southern District of New York. His record includes actions across a range of laws and industries, involving state and multistate consumer fraud, antitrust, and data privacy investigations and enforcements; challenges to state consumer and data privacy laws; state and federal False Claims Act enforcement actions; filings challenging and defending federal healthcare regulations; interjurisdictional litigation over state and federal subpoenas; energy-related litigation, including lawsuits involving Federal Energy Regulatory Commission (FERC) orders and policies; disputes involving higher education funding; and cutting-edge litigation over application of sports gambling laws to prediction markets.
Earlier in his career, Jeremy clerked for Justice Elena Kagan on the US Supreme Court and Judge William Fletcher on the US Court of Appeals for the Ninth Circuit; worked at a major law firm; and taught a seminar on the Supreme Court at New York University School of Law. Jeremy graduated from Harvard Law School, where he received the Sears Prize, which is awarded to the top two students in the 2L class.
