Jenner Continues to Expand its Congressional Investigations Practice

In November 2022, Emily Loeb returned to Jenner & Block to lead the Congressional Investigations practice after serving as Associate Deputy Attorney General at DOJ. Grounded in first-hand knowledge of the current political landscape and how that impacts congressional investigations, the practice helps clients prepare for hearings, depositions, and interviews, and manages information requests and subpoenas. Because our clients often face simultaneous legal inquiries—across many different forums, including litigation and regulatory actions—on the same subject that Congress is investigating or legislating, the practice also provides clients with a comprehensive strategy to address the issues across proceedings.
“We've been quite intentional about building a team that's uniquely positioned to serve clients to advise on these high stakes matters that are really at the intersection of law, policy, government and media scrutiny,” said Emily. “Our lawyers have seen different types of congressional investigations proceed from various vantage points. They've seen these issues as congressional staff, in the federal government, as state officials and, of course, in high-profile congressional investigations [in] private practice. I really believe that this experience allows us to better prepare witnesses and to see around corners to help our clients devise a holistic strategy.”
The practice’s work dovetails with the growing Government Controversies and Public Policy Litigation practice, which Emily co-chairs alongside Tom Perrelli and Ann O’Leary, former chief of staff to California Governor Gavin Newsom, who joined the firm in 2021.
