A key player in the FCC's National Broadband Plan, he advised the Chairman, Commissioners, Bureau Chiefs, and staff on technical and spectrum policy matters.

Tom started his career at a global engineering consulting firm, where he helped design wireless networks all over the world. As the firm’s Director, he was responsible for Engineering Design Services in Latin America and later in Europe and Asia-Pacific. Tom then joined Nextel, where he fine-tuned his technical regulatory and spectrum policy skills as a Director of Technology Development.

He went on to co-found Wireless Strategy LLC, a strategic engineering consulting firm. But when given the chance to work on the FCC's National Broadband Plan, Tom jumped at the opportunity and later became the Chief Engineer of the Wireless Bureau. At Hogan Lovells, he developed a strong track record of successfully helping clients navigate complex technical issues associated with telecommunications, satellite, and spectrum policy.
