Rick Stepanovic represents electric utilities and gas utilities in regulatory proceedings, investigations, and audits. He helps clients navigate complex state and federal regulations, including representation before the Federal Energy Regulatory Commission (FERC) and state utility commissions including in California, Illinois, and Ohio.

Rick provides strategic counseling to utilities on the most pressing issues facing the energy industry, such as electrification and data center load growth. He has guided utilities through high-stakes state and federal regulatory audits and has extensive experience in distribution ratemaking proceedings under traditional, multi-year, and performance-based rate structures. He has also advised clients in matters involving Regional Transmission Organization (RTO) and Independent System Operator (ISO) transmission tariffs.

Rick’s approach is informed by his secondment to a large gas and electric utility in 2024, which gave him a unique perspective on utility operations and how to best work with internal stakeholders to resolve matters in line with business goals and values.

Rick maintains an active pro bono practice, representing clients in immigration and voting rights matters. He also serves as a member of Jenner & Block’s Associates Committee.

While a law student at the University of Michigan Law School, Rick was the managing editor of the Michigan Journal of Environmental & Administrative Law. He received his BA from the University of Michigan’s School of Natural Resources & Environment in 2012.
