Liza Starr is a litigator and strategic advisor who represents clients in high-stakes regulatory litigation and counsels them through government scrutiny and enforcement matters. Her clients have included Fortune 500 businesses, clean technology and transportation companies, philanthropies and nonprofits, and major research universities. Liza’s practice is concentrated in the environmental and clean energy sector and in administrative and constitutional law. She draws on her experience as a senior White House policymaker on climate and international economics, and on clerkships on the US Supreme Court and the US Court of Appeals for the District of Columbia Circuit (DC Circuit).

Liza’s litigation practice spans federal appellate and district courts, state courts, and administrative proceedings before federal agencies. She has litigated cases against major federal departments and agencies, and has defended clients in litigation and investigations brought by state attorneys general.

Alongside her litigation practice, Liza counsels companies and organizations facing government scrutiny and sudden shifts in the regulatory landscape. She has a particular focus on the nonprofit and philanthropic sector, advising foundations and nonprofit organizations on the mounting legal and political pressures they face.

Previously, Liza served as Director for International Economics at the White House National Security Council and National Economic Council, where she led efforts to expand investments in clean energy overseas, promote the competitiveness of American clean technology companies, and embed climate considerations into US trade policy. She began her career as a strategy consultant for the social sector, helping governments, nonprofits, and philanthropies solve urgent social and environmental problems.

Before joining Jenner & Block, Liza clerked for Justice Elena Kagan of the US Supreme Court and Judge Cornelia T.L. Pillard of the DC Circuit. She graduated first in her class from Stanford Law School and holds an MBA from Stanford Graduate School of Business.
