2021 Capital Pro Bono Honor Roll Recognizes 70 Jenner & Block Lawyers
The District of Columbia Courts, in partnership with the DC Access to Justice Commission and the DC Bar Pro Bono Center, announced their 2021 Capital Pro Bono Honor Roll honorees. Thirty-nine Jenner & Block lawyers were recognized in this year’s class for contributing 50 hours or more of pro bono service to those who cannot afford legal counsel. Thirty-one lawyers achieved the High Honor distinction for providing 100 hours or more.

On November 11, 2022, the FAR Council issued a proposed rule to implement section 5(b)(i) of Executive Order 14030. Executive Order 14030, issued by President Biden on May 20, 2021, began the regulatory process to require “major Federal suppliers” to publicly disclose greenhouse gas (GHG) emissions and climate-related financial risk and to set reduction targets. The proposed FAR rule lays out the specifics of these requirements and to whom they will apply.

Department of War Suspends CMMC Phase II—But Compliance Obligations Remain, As Does Enforcement Risk
On July 13, 2026, the Department of War (DoW) announced the immediate suspension of the Phase II requirements of the Cybersecurity Maturity Model Certification (CMMC) program, which had been scheduled to take effect on November 10, 2026. The suspension, memorialized in a memorandum dated July 10, 2026, and signed by DoW Chief Information Officer Kirsten Davies, also halts the pending Phase III and Phase IV implementation milestones and directs a comprehensive, 60-day review of the program.
The Fix Is In: Cost-Reimbursable Contracts Are Out
On April 30, 2026, President Trump issued an Executive Order that fundamentally shifts the “default” posture of federal acquisitions. Under the EO, fixed-price contracts and performance-based contracts become the “default and preferred method” of federal procurement. All non-fixed-price contracts—including cost-reimbursement, time-and-materials, and labor-hour—now require written justification, and those exceeding specified dollar thresholds require formal approval (with narrow exceptions).

On November 10, 2025, the Secretary of War released three memoranda and an acquisition reform strategy directing systemic reform across the defense acquisition landscape. The overarching theme of these reform initiatives is moving with urgency, prioritizing the integration of innovative capabilities, and accelerating a preference for commercial contracting.
