“Rikers Island Must Be Turned Over to a Federal Receiver,” New York Law Journal
In her role as President of the New York City Bar Association, Partner Susan Kohlmann and a delegation from the City Bar toured the George R. Vierno Center, one of the jails on Rikers Island. In their detailed account, Susan and Stephanie Holmes, Co-Chair of the City Bar’s Committee on Corrections and Community Reentry, describe dangerous conditions that brought in “stark relief” why a federal court should appoint its own official to run the complex. Their commentary follows the City Bar’s recent amicus brief, drafted by a Jenner team including Partners Jeremy Creelan and Elizabeth Edmondson and Associates Owen Keiter, Sara Cervantes, and Sarah Atkinson. Jointly filed with the Vera Institute of Justice, the brief urges a court to do just that.
In their New York Law Journal article, the authors conclude: “At a time when violence has reached historic highs, and DOC cannot assure the safety of people entrusted to its care or the staff it employs, it simply cannot be allowed to continue to exercise its authority. The New York City Bar Association joins those who are calling for the immediate appointment of a federal receiver to run Rikers Island.”
