Julie M. Carpenter is a partner in the Firm's  Government Contracts Practice and a member of the Litigation Department. She is also a member of the Media and First Amendment Practice.  In addition, Ms. Carpenter serves as Co-Chair of the Firm's Positive Work Environment Committee and its Pro Bono Committee.  She is also a long-time member of the Associate Evaluation Committee.

Ms. Carpenter has substantial appellate and trial level litigation experience handling First Amendment and other constitutional claims.  She has represented clients in actions involving commercial speech, employee speech, and anonymous speech, as well as other government limitations on free expression, and recently argued a First Amendment challenge to USAID regulations in the DC Circuit Court of Appeals. She has also authored numerous briefs amici curiae before the United States Supreme Court and various courts of appeal on First Amendment issues, and is a regular contributor to Communications Lawyer.

Ms. Carpenter also has substantial experience representing clients in commercial disputes in settings ranging from federal and state litigation to arbitrations and mediations.  She has extensive experience in disputes stemming from interactions with the government.   In particular, she has handled numerous False Claims Act cases, both against whistleblowers and against the government directly, and she has guided clients through a variety of government agency investigations.  She has also successfully challenged government regulations in federal court under the Administrative Procedure Act, and she has challenged agency decisions of the DEA, the FTC, the Department of Labor, and other agencies through administrative proceedings and in federal court.

As part of her pro bono practice, Ms. Carpenter has represented a death row inmate in Georgia for the past ten years.  She has also represented pro bono clients in employment, housing, and criminal cases, both at trial and on appeal, has represented national organizations in amicus briefs, and serves as a member of the Board of Directors for the Bruce J. Ennis Foundation, which provides a two-year fellowship for young lawyers interested in working to protect the First Amendment.  

Ms. Carpenter is an active member of the ABA, including its Litigation Section, and of the Virginia State Bar. She co-authored and continues to edit the chapter entitled Free Speech on the Internet in West’s treatise, Internet Law and Practice.  She has also authored a chapter on international content regulation for the E-Commerce Training Manual published by the United Nations Commission on Trade and Development.

Ms. Carpenter is a 1983 graduate of the College of William and Mary, and a 1987 cum laude graduate of the University of North Carolina School of Law, where she was as an editor on the North Carolina Law Review.   She served as law clerk to the Honorable Judge Samuel W. Coleman III on the Virginia Court of Appeals.  Ms. Carpenter is a member of the bars of the United States Supreme Court, the District of Columbia, and Virginia, and she is admitted to practice in numerous federal district and appellate courts.
