Kevin P. Mullen is a litigator who focuses on government contracts. Clients seek his help with agency procurements, subcontracting and due diligence for mergers and acquisitions, among other matters. Mr. Mullen has handled more than 100 bid protest cases, representing both protesters and contract awardees before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, federal district courts and state protest forums. He also represents clients in the preparation and litigation of contract adjustment claims and terminations for both government contracts and construction projects. Mr. Mullen has particular experience with the emerging areas involving homeland security and bio-defense contracting, particularly risk and liability mitigation for anti-terrorism technologies. He is a member of the Firm’s Government Contracts Practice.
Mr. Mullen is a member of the Board of Governors of the U.S. Court of Federal Claims Bar Association. Mr. Mullen is Co-Chair of the Contract Claims and Disputes Resolution Committee of the American Bar Association’s Public Contract Law Section. He is a former Co-Chair of the Section’s Bid Protest Committee and a former Vice-Chair of the Acquisition Reform and Emerging Issues Committee.
In 2009 and 2011, Mr. Mullen was named a “Top Washington Lawyer” in Government Contracts Law by Washingtonian magazine. Since 2010, he has been recognized by Chambers & Partners USA as one of the nation’s leading lawyers in the area of Government Contracts. Mr. Mullen currently serves on Law360’s Government Contracts Editorial Advisory Board.
